Development and Implementation of Online Health Services System: An Adaptive Barangay Information System

Barangay Health Services has been providing assistance throughout its premise ever since the release of the Letter of Instruction No. 949,s. 1979 by President Ferdinand Marcos mandating the minister of health to develop and implement programs focusing on health development at the community level. This has caused barangay officials to collaborate and create a team of barangay health workers with nurses and midwives that will be able to provide such services for each individuals and families. Thus, in the ever-changing world where technology penetrates in all aspects of human interaction, it is essential to have an automated information system for barangay health services as well. Though the grounds for making such progress were not limited to what one community is using, it is ideal for one barangay health services clinic to work together with the others and be united at its core. The consequence of disproportionate distribution and placement of Doctor in Indonesia is affecting people who live in rural area. Patient have to travel to city to receive medical treatment and must encounter another different problem such as: patients often have to wait a long time in the doctor's office even sometimes do not get the service because of holiday or rejected because the queue is full. Medical record in some cases may lost due in Indonesia mostly medical record recorded manually (paper based). Therefore doctor treatment is not optimal because doctor can no longer inspect patient illness history and any treatment that have been conducted before. This research proposes a new concept to help people who live in rural area to get better medical treatment. People could register and monitor doctor service queue via smart phone. System expanded with medical record management facilities to improve service quality of patient. Research object was doctor service in Sulawesi, Indonesia. This research indicates system could increase time efficiency, energy, and cost efficiency for patient and also the doctor. Additionally current system will be optimal if supported with stable internet network.

The main purpose of the study was to develop a web based healthcare system for community information sharing. The system would allow members of the communities to access health related information from anywhere, at any time, without physically visiting the hospitals. The study has addressed the challenges faced by Ministry of Health and Social Service and health service providers in Namibia on how community members access health related information and how healthcare information are currently shared between the service providers and the communities and also how information relating to healthcare can be distributed and accessed by the sparsely populace of the country. Web based healthcare systems are fast becoming the replacements for manual documentation processing of healthcare information in both public and private health institutions. However, online health based systems are very much flexible and provides easy access to the required healthcare information anywhere and anytime online through various communication means. Today’s online world is easily accessible through many channel of communication means which are rapidly being developed such as wireless technologies, generation mobile communication technologies and satellites technologies. Therefore, advancements through those communication technologies make this online based application reachable by people in various part of the world.

The inequality in healthcare access remains more serious by the shortage of health workers and providers resulting to slower and less efficient delivery of healthcare services in the country. In the Province of Ilocos Sur, one of the main problems is the prolonged waiting time during medical consultation apart from the unavailability of Municipal Health Officer (MHO) in some of the municipalities in the upland. However, there are Rural Health Midwives who are assigned in every Rural Health Units (RHUs) and Barangay Health Stations are being established in which Barangay Health Workers (BHWs) are dynamically working in order to respond to the immediate primary healthcare needs of the community. To address such aforementioned concerns, Teleconsultation System for Rural Health Units (RHUs) for Metro Vigan, Philippines has been developed. It is an android application that serves as a tool for checking symptoms that are related to the patient’s health concerns. The system stores information about the various symptoms associated to particular illnesses. However, the developed system can never be an absolute substitute for medical practitioners’ knowledge and expertise. This is only perceived as a helpful tool to support consulting services.
