As the nature of environmental issues is constantly changing, ASEAN publishes the State of the Environment Reports (SOER) periodically as part of ASEAN’s continuous efforts to build evidences toward informed responses to environmental issues in the region. The main objective of the SOER is to provide relevant and useful information on environmental issues to the public and decision-makers, in order to raise awareness and support more informed environmental management decisions that lead to further sustainable use and effective conservation of environmental assets of the region.
The first SOER was published in 1997 which covered the seven ASEAN Member States (AMS). The second SOER was published four years later in 2001, covering all of the ten AMS which was followed by the third SOER in 2006. The Government of Japan through the Japan-ASEAN Integration Fund (JAIF) supported the development of the fourth and fifth SOER in 2009 and 2017, respectively.
What is the project aiming for?
While continuing with the objective of past reports, the sixth SOER aims to add unique features including Key Performance Indicators to monitor the implementation and progress of the draft ASEAN Strategic Plan on Environment (ASPEN) 1 , the Sustainable Development Goals (SDGs), and the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC). The followings are the expected outputs of the project:
The Association of Southeast Asian Nations (ASEAN) is proud to present the 5th ASEAN State of Environment Report (SOER5) in conjunction with the celebration of the Golden 50th Anniversary of ASEAN in 2017. SOER5 is part of ASEAN’s continuous efforts to build a body of knowledge and collective responses to issues concerning the environment in ASEAN.

Fifth ASEAN State of the Environment Report
The development of SOER6 will contribute to the ASEAN Socio-Cultural Community Blueprint 2025, particularly the Characteristic C: to promote and ensure balanced social development and sustainable environment that meet the needs of the peoples at all times. Further, the project is in line with Action Line D.3: A Climate Adaptive ASEAN with Enhanced Institutional and Human Capacities to Adapt to the Impacts of Climate Change. Environment and impact of climate change are also outlined as one of the areas of cooperation in the Joint Statement of the 23rd ASEAN-Japan Summit on Cooperation on ASEAN Outlook on the Indo-Pacific.
The project commenced in June 2021 and is slated to be implemented in one year.
